A message dated April 28, 2003, was read stating the Senate has                                     
passed HB 69 with the following amendment and it is transmitted for                                 
consideration:                                                                                      
                                                                                                    
    SENATE CS FOR HOUSE BILL NO. 69(RES)                                                            
    "An Act relating to regulation of shallow natural gas leasing and                               
    closely related energy projects; and providing for an effective
